[Open-graphics] Number logs started

	I've edited the Wiki page containing the OGP number log.  It now has
an explanation of the document number format, and a couple of lines in the
log table pre-reserving key blocks of numbers.  So when project members are
ready to start writing standards to describe OGA1, the log is ready to
supply document numbers.
