Assuming by this you mean enough docs to write good FOSS drivers.

Since we don't have a crystal ball, the question is, what are the
chances of this happening, and if so when?  And which chips, existing
ones or just new chips going forward?

Assuming the AMD-ATI deal goes through, the chances are a lot
higher than they were before, but even 10-20% would be a lot
higher than before.

The OGD is different enough to ignore this.  Hopefully the future
will be less cloudy by the time a design is ready for fabbing an
ASIC for OGC.
