Not sure if this fits the bill, but you can crop an image to a 
pixel-exact size and offset using the "Canvas Size" option:  
Image->Canvas Size...

That should fit the bill if you're trying to crop or copy the selection.

Alternatively, there is Image->Guides... which will allow you to place 
H/V guidelines on the image. The box select tool will snap to these guides.
