[Open-graphics] PDF files, version of TEX files in SVN

With some help and suggestions from others (Attila, Yann, etc.), Andy
implemented an optimal solution to the problem of converting TEX files
to PDF.  Check out:

When you try to download the file, the PHP script does an "svn update"
on the .tex files and then checks the date stamps to determine whether
or not to update the PDF files and does so only when the tex file has
changed.

This can be added to the newsletter.
