[Open-graphics] Re: PDF files, version of TEX files in SVN

Apparently, if there is no update in svn, then svn doesn't alter the
local file, so its date doesn't change.  As long as the local
timestamp of the .tex file is based on our local clock, then the dates
will compare appropriately.
