Yes.  But given that "Open" and "Free" mean different things to different
people, the statement would have to be something like:

	To some people, "Open" means blah blah blah
	To some people, "Open" means yadda yadda yadda
	To some people, "Open" means ...
	To some people, "Free" means ...
	To some people, "Free" means ...
	To some people, "Free" means ...

	The "Open" in "Open Graphics Project" means <very carefully worded statement>
