[Open-graphics] draft news 21 - volunteer requested for small job

we should really get our draft (number 21), listed as official, as
there is going to be another draft up hopefully soon.

Only one thing is missing.. we need a volunteer to color the quotations.

It is not difficult, but takes a little time.  Essentially you just
add this bit of text:
~~#880000:__
(the color, with a '__' to make it bold) before each quoted text and end with..
__~~
which ends the bold section, and turns off the color.

like so:
~~#880000:__  quoted text. __~~

see? It is fairly easy ( Tip: if you see too much red, fix the end bit
~~  which turns off the color ).
