[Open-graphics] One post per code change?

I had a brief off-list discussion with JHB, and we thought we're
propose a way to handle HDL code patches:

(1) They should be posted to the list for review
(2) One email per change (use your judgement as to what is "one" change)

We may have different rules or a different list for the software drivers.

What do you think?
