If the encryption is done inside of a commercial chip, then the only 
issue is how to prevent sending out an unencrypted signal when this is 
not allowed.

There are probably several specific ways to accomplish this but they 
would probably all require a OTP MicroController potted on the board and 
the routing of certain PCB traces to the center layers of the PCB.

We could easily make something that was more secure than current PC 
hardware running under Windows Vista.
