I assume a European distributor would charge quite a premium
for a small number of orders?

Perhaps European buyers could get together off list and arrange
a group purchase?  One payment to the US, one package to get
through customs.

If the brillant minds at the Federal Reserve keep driving the
USD down, US$1500 will soon be only a couple of Euros.  So
European sales should boom.

At one point there was talk of economy, value, and premium
cards.  The premium card could include the larger FPGA, the
connector, and a few matching connectors.

Definitely.  Andy and Howard's time is better spent designing
the next board.
