[Open-graphics] VAT for EU countries ??

The list of VAT rates for EU countries on Wikipedia appears to be out
of date.  Or at least, it's inconsistent with what FedEx tells us.
Can anyone point me to a list of correct VAT rates?  (This is just for
estimates, because we will mark the airbill so that the recipient is
responsible for VAT and duties.  Apparently, the duties for this item
is zero.)
