The general calculation is:
(convert_to_euro(price + shipping_cost) * vat_rate) + handling_fee

At least in Ireland for me FedEx have delivered the package straight
away and then sent an invoice for the amount of vat and handling_fee
about a month later.  Other shipping companies will hold the package
until it's been cleared by customs, if any vat is owed, the package will
be held and the customer contacted by phone or post to coordinate
payment of the vat and handling_fee.
