While I do want it to be passively-cooled, I also expect to have a 
sizable heat-sink.  So while low-power would be nice, the goal is "low 
enough to not require active cooling" which is a bit different.

An ASIC version of the first FPGA design would use something on the 
order of 1/5 the power of the FPGA.
