[Open-graphics] deleting inactive accounts and temporary block on our front page

To help us identify spam accounts, if you have not done so, please
remember to log in to the wiki, so we can identify you as an OGP
member. To all those who have been logging in over the last week,
greetings and thanks..

A spam update:
*  in two more days, unless there are any other suggestions, we can
begin the process of clearing the inactive accounts.

* the home page is being targeted by spam. To protect our front page,
temporarily it has been locked. If one of our members want to edit it
and find it still locked -  please ask on the list (or email me off
list) so we can quickly remove the lock for you.

* so far the current accounts tweaks appear to be preventing new spam
accounts, but it is early days and we will keep an eye on this as we
go forward.
